Provides preventative health strategies for neurological care conditions, treats neurological illness when they occur, and aims to build and maintain a state of optimal neurologic health for our community and individuals within the Fraser Health region.
Services are provided by a multi-disciplinary care team including neurologists, social workers, physiotherapists, occupational therapists, speech language pathologists, dieticians, registered nurses and a patient care coordinator.
Other services include a comprehensive assessment, consultation and education for individuals with a broad range of neurological concerns. Sub-speciality neurological disciplines offered at the clinic include:
- Movement Disorder program
Providing diagnosis and management of illnesses such as Parkinson’s disease, tremor, tics, dystonia and chorea. - Epilepsy program
Offers expertise in the diagnosis and management of seizures and epilepsy as well as providing neuro-diagnostics such as EEGs. - Neuromuscular disorder and autonomic program
Assesses muscle and peripheral nerve disorders and offers advanced testing with electromyography and nerve conduction studies. The program investigates and treats central and peripheral autonomic disorders as well as provides testing including tilt table, quantitative sweat analysis and sensory testing. - Neuro-ophthalmology
Provides diagnosis and management of visual loss, double vision, irregular eye movements and pupillary abnormalities caused by conditions such as stroke, auto-immune conditions, cancer and infections. - Urgent neurology
Supports local emergency doctors and community physicians with concerns necessitating a timely review. - Neuro-diagnostics
Provides out-patient EEG and EMGs. - Headache services (for patients with atypical or refractory headaches)

Dr. Alexander (Dex) Arnold – General Neurology, Epilepsy
Dr. Alexander (Dex) Arnold completed medical school and neurology residency at the University of Calgary. This was followed by a fellowship in epilepsy at the University of Washington in Seattle. Dr. Arnold provides inpatient neurology consultation support to Surrey Memorial Hospital, Mission Memorial Hospital, Royal Columbian Hospital and Peace Arch Hospital. He interprets electroencephagrams at Surrey Memorial Hospital, Jim Pattison Outpatient Care and Surgery Centre and Royal Columbian Hospital. He and participates in the regional hyperacute stroke service.
He is a Clinical Assistant Professor at the University of British Columbia, and he regularly hosts medical students and residents at the regional epilepsy clinic at Jim Pattison Outpatient Care and Surgery Centre. In addition to working in the epilepsy program, he maintains a community-based general neurology practice in Surrey. -
Dr. Jason Chan – Movement Disorders
Dr. Jason Chan is a movement disorders neurologist at the Jim Pattison Outpatient Care and Surgery Centre and a clinical collaborator with Simon Fraser University’s ImageTech Lab core facility, embedded at Surrey Memorial Hospital. He completed his Bachelor of Science (Honours) in Life Sciences at Queen’s University and medical training through the MD/PhD program at The University of Western Ontario, with a PhD in Neuroscience. He completed neurology residency at the University of Calgary. Prior to moving to B.C., he was a Parkinson’s Foundation Institutional Movement Disorders Fellow at the Norman Fixel Institute for Neurological Diseases at the University of Florida.
He has experience in the assessment and management of patients with parkinsonism, tremor, dystonia, chorea, ataxia and other disorders, and in treatment with botulinum toxin injections, levodopa infusion therapies and deep brain stimulation. His research focuses on the use of functional neuroimaging, electrophysiology and neuromodulation to study the network mechanisms of motor and cognitive control, and developing therapies based on understanding these mechanisms. He has been supported by the Parkinson’s Foundation, the Canadian Institutes of Health Research (CIHR) and the Natural Sciences and Engineering Research Council of Canada (NSERC).

Dr. Harinder (Harry) Dhaliwal – Epilepsy, General Neurology
Dr. Harinder Dhaliwal is a Neurologist and Epileptologist working with Fraser Health at the Jim Pattison Outpatient Care and Surgical Centre and Surrey Memorial Hospital. He earned his MBBS from the Armed Forces Medical College in India (2000), completed his Neurology residency at the University of Calgary (2017) and further specialized through a Clinical Neurophysiology/Epilepsy/ICU-EEG Fellowship at Yale University (2019).
Dr. Dhaliwal is a leading advocate for advancing epilepsy care. He is spearheading the development of a two-bed epilepsy monitoring unit and 24-hour continuous EEG monitoring at Surrey Memorial Hospital, enabling enhanced diagnostic and treatment capabilities for Fraser Health patients. In collaboration with Simon Fraser University, he is working to establish a clinical Magnetoencephalogram (MEG) program at Surrey Memorial Hospital for epilepsy surgery candidates—the first program of its kind in Western Canada.
His clinic provides comprehensive care for complex drug-refractory epilepsy, pregnant patients with epilepsy, first seizure cases, pediatric-to-adult epilepsy transitions and tuberous sclerosis. He works with a multidisciplinary team comprising a dedicated epilepsy nurse, neurology clinic pharmacist and social worker to ensure comprehensive care for patients.
Beyond his clinical work, Dr. Dhaliwal is a Board Member of the BC Epilepsy Society, where he advocates for improved epilepsy care and resources, and the Praxis Spinal Cord Institute, promoting innovative solutions for individuals with spinal cord injuries.
Committed to medical education, Dr. Dhaliwal mentors trainees and collaborates with healthcare and academic institutions to push the boundaries of epilepsy care. His dedication to accessibility, diversity and innovation in medicine continues to shape his practice and advocacy efforts.

Dr. Charles BL Gervais, MD, FRCPC (Neurology), CSCN (EMG), CSCN (EEG) – Neuromuscular, General Neurology
Dr. Charles Gervais completed his neurology residency with the University of Saskatchewan followed by additional subspecialty fellowship training in clinical neurophysiology with the Mayo Clinic before moving to Surrey with his family in 2016 to start practice in the Fraser Health Region. His practice is focused in the areas of neuromuscular diseases/EMG and epilepsy/EEG. He is a Clinical Assistant Professor with the University of British Columbia and enjoys participating in all aspects of medical education.

Dr. Claire Hinnell – Movement Disorders
Dr. Claire Hinnell is a clinical neurologist in the Fraser Health Authority. She is a Clinical Assistant Professor at the University of British Columbia. She received her MD from the University of British Columbia in 2006 and completed her neurology residency at the University of Calgary in 2012. She specialized in movement disorders, completing fellowships at King's College Hospital (London, UK) in 2010 and the University of British Columbia in 2013.

Dr. Anish Kanungo, MD-PhD, FRCPC (Neurology) – Movement Disorder
Dr. Kanungo attained his PhD in Molecular Biology from the University of Toronto for his work in decoding the molecular pathways which govern neuronal programmed cell death. He then moved west to attend medical school at the University of Calgary, after which he completed his Neurology Residency training at the University of Manitoba. This was followed by a Fellowship in Movement Disorders at the University of Manitoba funded by Parkinson Canada.
He then moved to B.C. to practice as a Movement Disorder Neurologist at the Fraser Health Movement Disorder Clinic, which provides multi-disciplinary support and advanced therapies to patients with movement disorders, including Parkinson’s disease. He specializes in botulinum toxin injections by EMG and/or ultrasound guidance for cervical dystonia and other focal dystonias, hemifacial spasm, blepharospasm and tremor, in addition to focal spasticity following stroke or brain injury.
As a Clinical Assistant Professor at the University of British Columbia, he actively participates in the training of medical students and residents, and maintains an interest in research aimed at improving the lives of people with movement disorders. -
Dr. Kristopher Kowal – Neuro-Ophthalmology
Originally from Edmonton, Dr. Kowal studied Neuroscience at the University of Alberta before moving to the University of Calgary for medical school, followed by neurology residency at the University of British Columbia. He concluded his training with sub-specialty fellowship in Neuro-ophthalmology at the University of Michigan in Ann Arbor. He returned to Canada in 2015 and now serves as a neurologist and neuro-ophthalmologist for the Fraser Health Authority. As an Assistant Clinical Professor of Medicine at UBC, he greatly enjoys teaching medical students, residents and fellows the finer points of the brain-eye connection.

Dr. Elizabeth Macri – General Neurology
Dr. Elizabeth Macri did her Bachelor of Science degree in Biopsychology at the University of British Columbia, then medical school at Saba University of Medicine. She also obtained her Masters in Hyperbaric Medicine at Saba. She did neurology residency in New Jersey at the JFK Neuroscience Institute followed by a two-year neurocritical care fellowship at OHSU. She is board certified in Neurology via the American Board of Psychiatry and Neurology and is board-certified in Neurocritical Care via the United Council for Neurologic Subspecialties and via the American Board of Psychiatry and Neurology. She enjoys travelling and spending time with her children.

Dr. David Rydz – Movement Disorders, General Neurology
Dr. David Rydz is a clinical assistant professor at the University of British Columbia and neurologist with a sub-specialization in movement disorders. He also sees patients in the stroke prevention clinic and the urgent neurology clinic. He completed his MD as well as Bachelor of Science with honors in neuroscience at the University of Alberta. He completed his neurology residency training at the University of British Columbia followed by a fellowship in movement disorders at Columbia University in New York. He also completed a master’s in science in the Department of Neurology and Neurosurgery at McGill University. Dr. Rydz is also committed to medical education. As a clinical instructor, he is actively involved in teaching residents and students.

Dr. Ayman Shahein - Neuromuscular
Dr. Ayman Shahein is a Neurologist, with subspecialty expertise in Neuromuscular Medicine.
He completed undergraduate studies in Physiology and Applied Physics at McGill University, with a focus on Systems Neuroscience and Machine Learning at the Montreal Neurological Institute, before receiving his MD from Western University. He completed his medical residency in Neurology at the University of Calgary and fellowship training in Neuromuscular and Electrodiagnostic Medicine at the University of Miami.
